They were allowed to block streets and sidewalks so that non-Muslim New York City residents could neither drive or walk to their chosen destinations. The same sick problem occurred in Queens, where the abusing Muslims were allowed by ignorant leftist New York City politicians and the police to block streets, permitting non-Muslims from enjoying a simple walk in their usually peaceful neighborhoods.
